You don't work on them so the idea of a box that you'd have to crouch to access wouldn't bother you. Nor would the realization that placing electronics so close to ground level invites moisture seepage.

Most cabinets are less than 6 foot tall. Most cross connect boxes have the top slightly below eye level.

Micromanaging the placement of telecommunication services is bad enough from within the company. Having people with zero engineering talent telling Bell where to install equipment is just a bad idea completely.
reply to bogey780 there is a town in Ohio that has laws like that. it involves all things in the public right away or for private business. Town is Maumee a burb of Toledo. If you're not paying attention you go right pass the place of business.
They put all their laws into the zoning laws/rules. You never see any telco boxes or cable boxes that i've seen in their town.
