While MSP has business centers, they have not banned the use of the outlets.. I was JUST in that airport on my way to SF and in both places people were plugged in to the walls.
What MSP has is a business center and additionally they have Cell phone chargers in which is what people pay for. $2 to charge the cell phone when you don't have your cord isn't bad when they supply both the cord AND the power and cahrge you up in about 10 minutes. -- "Wipe out the national deficit over night...
