IL, MO, OK, AR and parts of Kansas have been held captive by a death grip to the jugular by Bell for at least 65 years. Competition does not exist; FCC is ignored, and so is the US Department of DOJ which dismantled the vicious giant in the 60s. Nothing has changed except the name. It is till proprietary, mean spirited and the employees still tell bigger lies than a DC politicians to get your signature on the dotted line. The "cut" line is just business as usual - a warning shot to the city. If they don't play ball with Bell the city won't have to worry about boxes; there won't be any phone service for any one for any reason at all. I dropped Bell last summer for Vonage. I hope to be moving to a very small town where Bell doesn't exist, it never did exist and it probably never will exist. PS: When I turned off Bell. I disconnected the phone box outside so I could install Vonage throughout the house. The most amazing thing happened. POOF! Just like magic my house addy disappeared from the Bell database. I don't exist. I don't get AT&T canned PHONE messages, I don't get the JUNK mail, and I don't get the SPAM. I'm almost invisible.
