Monitoring shows up as no packet loss but smokeping gives me this:

I am behind a Linksys Router(WRV54G) which is hooked to a company supplied Webstar modem(SciAtl). I have had intermittent connection problems that were "diagnosed" as my modem's (Surfboard 5100) and router's problem. Inspection of the box behind my house showed water in the conduit that was frozen at the time and the tech who came out said that could be the problem but the supervisor who joined him later put the kibosh on that thought process.

I took the router out for a few days but still saw intermittent packet loss (smokeping (as shown in the bmp) and monitoring) but the line quality test showed up like this:

What are you modems signal levels?

192.168.100.1 is the cable modems web interface assuming your modem has a proxy in it to support this address.

I saw 100% loss to the first network hop, is this what you generally have problems with??

How often does your problem occur?

What speeds to you get at the Washington Speakeasy.net service. www.speakeasy.net/speedtest

Did the Cox techs check the signal levels to your house?

How may splitters are before your cable modem?

Lets go down that list.
Straight drop from ground block (thanks to the Cox tech who came out the second time).
Signals are now good (now at 0.2 dBV). Broadcast is 33dBV. The WebStar does not give me SNR levels.
The intermittent drops were more frequent (about every 2 to 3 hours) when it was a lot colder(it is now in the 40s/50 here).
Speeds now are in the thousands (3k down about 2k up).As advertised.

Reading through the faq etc it seems that the 100% packet loss on the first hop may be a deliberate setting. I was able to ping that ip, but doing 200 pings I was able to see 2 timeouts.

I guess the real question is why the smokeping gives me a high packet loss while the monitor does not and is this significant? Is the line quality test highlighting that discrepancy?
