Rick Santorum hasn't billed the Commonwealth School System more than any other resident of PA can. From your comment (as an example), you don't believe our residents serving in the military and living in some other State have the right to e-EDUCATE their children or Home-School them.
Especially when all of the people in question have paid their taxes to Penna. the whole time.
