There is an article today in the Utica Observer Dispatch that talks about the Time Warner Utica cable hardware and infrastructure upgrade. Of course it also includes an April 1st rate increase so I do believe that the upgrades will be completed by then. Time Warner is really pushing their package deal in this area for TV-PHONE-HIGH SPEED INTERNET. That 4 down crap did not hold up in this area as far as the phone went. Many people I work with got rid of their phone due to low bandwidth and outage problems. It really makes sense to upgrade all cable download and bandwidth in this area.
