What a load of crap. Where did they get the 44 min figure? It takes me a minimum of 30 mins just to drive to the nearest DMV. Also, what, exactly, is a 'certified' birth certificate and how does one procure such a thing?

It's something from the county/state that says you were born here. For someone born in LA County, it is easily procured at the County Registrar in Norwalk.

I had to mail away for mine to Saskatchewan Canada and got a white piece of paper with an embossed stamp on it. That was "certified".

I wonder if Puerto Rico will allow me to do that. I already have the birth certificate but don't remember where I put it away. I currently hold a passport, so does anyone know if that'll be accepted.
