It also means "dont hold your breath unless there is competition around" !! Adelphia's property sucks horribly. Comcast also bought them out too, and believe them when they say "heavy lifting ahead". There is a ton of work to be done. Most of the nodes were never split from the days when cable internet first came out, and now both companies want to offer VOD, and phone service, and realize what wasn't done by the previous owners.
Adelphia's networks were in horrible shape, and many users who were customers for years in their areas will agree. The internet was slow at peak times, and the rates were horribly high for the services they got. It's all good though, because you know Comcast and Time Warner are quick to upgrade once they standardize something. Of course you missed the posts that showed the immediate raise that Comcast applied to most of their customers after migration.
