this is because Nville wants to be a phone company

They (Naperville) were trying to become a phone company themselves last I was living there so this is not just a fairness to our residents thing.

It is also a competition thing.

In an effort to encourage citizens to rally against the proposed law, Naperville has placed mock-ups of the ugly U-verse boxes around town bearing the message “brought to you from AT&T.”

It is also a competition thing.
IIRC, they were wanting to do this since Ameritech/SBC/AT&T wasn't rolling out Project Lightspeed/DSL due to another fight with regulators, and since the telco wasn't doing it the city said we would.

Yeah, but since they own their own fiber plant, I bet they'd at least be bright enough to roll out fiber to the home.

Naperville's biggest complaint with the Deathstar, last I heard, was lack of a full build out within a franchise area.
