Cablevision has and does secretly cap upload speed on the basic broadband. The question of Boost capping is more complex. Many Boost users have reported being mysteriously secretly dropped back to the basic service then being capped.
Many? I think it was 3 and there are MANY, MANY that reported full upload without any issue.

There's no indication at all that there's anything malicious about what occurred to those couple of individuals. In fact, none of them ever came back to say it happened again once the contacted CV to get it immediately corrected.
