When Verizon was C&P Telephone here in the Mid-Atlantic, many of their cars were retrofitted with 3rd brake lights. They had a lot fewer rear-end accidents and their experience was one of those used to promote the regulations. They did this back in the 70's and 80's.
i read somewhere that the evidence that 3rd brake lights reduce accidents does not exist. it was a novelty factor. in other words, seeing the 3rd brake light did reduce accidents when it was new and unusual, but now that it is commonplace it has no noticeable effect.
