There are two problems with port 5060. You almost always send your sip signalling packets to port 5060 at your voip provider. You can't do anything about that, it is the default and it is fixed, except to change to a provider that doesn't use the default. If your isp provider is blocking packets to port 5060 you can't register with your provider and your device won't give you dial tone when you pickup the phone (unless you have it set to make call without reg).

As for packets coming in to you you can set your adapter to use any port number you like. When you register with your provider the process sends your provider the port number that you are using.
