Thats the email they sent me and I did this and I have never seen any boost yet.

Also, it says in big red words across the top of the email that "You just got a BIG Boost!" To me it seems like that means I should have it now.

FAQServices > PowerBoost What do I need to do to get PowerBoost? Nothing. PowerBoost has already been deployed in your area. If you suspect that you are not getting PowerBoost, simply reset your modem by unplugging it for 60 seconds and plugging it back into an electrical outlet. Compatible cable modem equipment is required, otherwise there is no action required on your part to receive the speed enhancement.
And I do have a comcast modem. I also called 1-866-447-7333 and got the same story for a tec. on the phone.

Yeah I got the same email and even a form letter sent smail probably six months ago but still have not see anything even close to the existence of power boost in my area. 
Large downloads (like a linux distro cd-ISO) from a fast server will shoot right up to 6 megabytes and flatten out for the duration.
Interesting to note Comcast has removed any mention of Powerboost in all their local radio, and news paper advertisements. Makes me think that it was a failure on our local system.
But hey I see their point, Bellingham is a small market with Qworst DSL being the only thing even close to competition. Why would Comcast even bother spending a dime on system upgrades?  | |  garitaar1

Any shared capacity environment works this way as we learned in statistics class. Given finite resources and random requests for those resources, it is better to apply maximum resources to clear that request as quickly as possible. Focusing more resources to minimize the duration required to satisfy the request enables serving more requests than does limitting throughput which increases overlap in time.
I am a big fan of Comcast corporate management and their technical pursuits. Nobody is perfect, but for investing in, building, and operating an HFC system, Comcast is tops. There is still a wide deviation of systems evolution after they purchase those systems from other operators, but Comcast has a record of investing significant funds to get all HFC plants up to spec.
