I remember when they just laid the cable over the ground and like the next couple days they had someone come out and bury it with their machine ..but if they cant bury till the 1st. I highly doubt they'll let you keep the cable on top of grass for that long.
It was during the summer though when they did that to me
it is VERY common...to the point I would call it standard practice to leave a new drop on top of the lawn and have another crew come to bury it later. Sometimes they will stay unburied for months during the winter.
I am now leaning toward the lazy tech not wanting to do the job scenario.
