Ask Al Gore. That's how the internet is designed. There are many different entities involved in moving traffic around the world. An ISP could do direct routing, but then that would cost them a lot more money to have trunks to multiple places throughout the world. By centralizing the ISP in a few places, then shipping off to a backbone provider like Level 3, an ISP can be much more efficient and cost effective.
