Even on the closed HW service platform they have issues with cheaters. Opening it to PC will just make it worse.
It would suck to have your vista key black listed from on line play for things like havening cheating / debuging / hacking tools even if you don't use them on line. aka on use them on single player games, on non live games, for programming work and so on.
Like what Blizzard Entertainment uses on some of there games.
