Well... For TK Junk Mail See Profile, businesses are allowed to do anything. Though, it does beg the question of transitiveness:

if only criminals use encryption,
were businesses to use encryption,
would that be proof that said businesses were criminal enterprises?

Encryption 2nd, securing your operating system and nailing its virtual memory access (swap) 1st

..Cause the running joke is that you shouldn't break the ciphertext; the OS is usually more vulnerable (and contains the necessary elements..including passphrase to get what you want).
