Public disclosure of government activities. Like when Teletruth falsely states Bellatlantic stole billions form Pennsylvania they include voluntary Yellow Pages advertising. When people say that Japan offers 100/100 just look at the Japan telephone company offer and one will see it is only a best effort and not offered to individuals.
