Considering the mess Comcast here was in, TWC increased their subscribers by 5X with complaints going up 3X. Clearly, on a 'per subscriber' basis complaints are down.
In my 'hood, TWC is doing a much better job for way cheaper than Comcast did. -- There's only 10 types of people in this world. Those who understand binary, and those who don't.
