No not if its done right. Right now potential customers outside of a city franchise cannot get service. With a State franchise everyone in the state should be covered. This should be required by any entity who wants to do business in the state (Telco or cable co or utopia co or muni co).

Nice attack.

I've read this and all of the other statewidde franchise "reform" bills. Few if any of them do much of anything for consumers, as they're designed primarily to legalize cherry picking (eliminate build-out requirements) and eliminate other profit draggers like providing local access.

User Marigolds offers up some excellent analysis of the Iowa bill here. The flaws with it are made very clear.

As we've discussed in the past, your primary interest is shilling for Qwest.
