Your neighbors can't say diddly. The FCC says you are allowed to mount an antenna onto a tall mast to receive the signal, as long as you have an exclusive use area and can get safety permits (required if over 12 feet tall).

They could put some dead birds along the base and alert the EPA saying the mast is a hazard to wildlife.

Works best if you live in tree hugging California.

Odd, I have an antenna up 30 feet, my neighbor's TV antenna is up about 35 feet, a guy down the street has a ham antenna up 60 feet, no permits needed. Now if we put up a tower like the one in the picture, then that is another issue. (of course, the guy with the 60 foot high antenna just happens to be the chairman of the CC&R committee and currently the only 'active' member). Just to balance out things, a guy I know with a 180 foot tower had to get permits on his 1 acre lot, but that is another tale.
