People who get cut off for 100gb of downloads really should complain. If you maxed out a T1 for a whole month that's about a terabyte.

Elk Grove, CA		 Actually, saturating a T-1 24/7 for an entire month would only net you about 475GB, not really in the realm of the mega Comcast hogs, but definitely up there.

If you receive a warning and continue to exceed the cap, then no, you should not complain. If the cap is invisible and your service is disconnected without notification or reason, then yes, I see justification to complain.
