I seriously doubt and actually never seen steel melt unless put into seriously high temperature. I wont say I believe his theory but maybe on certain floors the heat was hot enough to melt the beams.

While the rest of the floors below where hot enough that the beams turned as strong as string causing the rapid collapse because steel can bend quite easily with some moderate high heat.
