I think the franchise agreements(LFA) are becoming harder to come by in Mass. In other states VZ is working through the process, but some communities I'm sure are holding them hostage and vise versa. Do ya want it or not ??

Because we're on to them in New York. We'll give them a statewide franchise so they can avoid the hundreds of different local franchising negotiations, but it won't be a giveaway where we give them everything they want.

VZ's opposition to the New York legislation is telling. They don't want statewide franchising just to avoid local franchising (they could have that now in New York if that's all they wanted), they want statewide franchising on their terms.
