TheFCC, consumer cable charges and content choice

I was watching FCC Chairman Kevin Martin testifying before a Congressional Subcommitee on Tuesday. He made quite a lengthy point of the FCC's displeasure with the continued rise in consumer cable charges and lack of choices in the packages. I guess studies have shown that people watch an average of 15 stations out of of the dozens included in expanded cable packages. Obviously it would be easy for the cable providers to create smaller, even custom bundled packages for digital cable customers, apparently already the case in some other countries. He pledged that he would make this a priority of the FCC. Do you think we'll see this happen or is the cable lobby going to tank any attempts at upsetting the status quo?
