I think most utilities in foreign countries are run by the public sector and receive huge subsidies. In the US, the private sector has to make money at it. I suspect American companies haven't been able to make the business case to justify the fiber investment in the last few miles off the trunk lines. i think its really an consumer need and adoption issue as opposed to an availability issue as some critics argue.
