I would think in the case of a fake DMCA notice, that is, someone claiming to be a copyright owner but really isn't, who types up a notice and emails it to Google, would probably be liable for forgery and fraud charges at the very least. If the person is outside of CA (where Google is based), then Federal charges could also apply. -- Only SHATNER is Kirk.
