Finally, I got it.

TS opened a ticket to Bell again. Last time, nothing was done. But this time, a very nice Bell tech came to my house. He fixed my phone line problem and installed a new demarcation point. I asked him what he did outside the wiring, he said he didn't do anything. . So I have no clue how?
So I think your luck depends on different Bell data tech.
You can compare what the difference is between before and now.

But my speed profile is still 3008/800, can TS guy bump it up to 5006/800?

You were also placed on a remote. Your line can easily handle 5056/800.

I did ask him if he moved my line to a remote, he still said no.

Maybe he didn't but someone definitely did. In the Before screenshot, the vendor of the dslam is Alcatel, while on the After screenshot its Globespan. Your attenuation also plummeted from 42dB to just 6dB, all indications that you were placed on a remote.

I would totaly call in and have the techs open a ticket to get you bumped up to 5mb. If your line can handle it then you should get it

Thanks Nick and Hivolt.
It should be you that opened ticket for me and solved my phone line problem that it had annoyed me for a long time. I think we have talked a lot through email. Nice to see you here.

As you mentioned in your last email today, "You're online at the moment, but what I'm looking at shows you're out of service, which means we're not seeing the right stats. "

As Mr. HiVolt said, Is it possible that Bell switched my line to a remote and caused this problem?

I am looking forward the moment I can surf at 5M speed.

that's dead on...if bell swapped your line to be served from else where then they need to map it correctly. Opening a ticket for slow speeds and to update nar profile would definetly resolve both issues at the same time.
If you PM your details I can ensure to follow up on this in the am since.

You don't need to be at 5Meg... You can do the math against any profile.... If you can only get 1728/384 you can still do it... I'm doing the ratio count, not a speed count.

On your modem?
Plug the modem directly into the computer
go to »192.168.1.254
click on Broadband connection on the left hand side
click on Internet Connection (under Broadband connection)
click on "Details" (on the upper right)
you should now see your line stats including attenuation and SN Margin

IMO, you have to be patient. My line was crappy before. TS tried to set up my speed profile to 4000/800 when I signed up. It dropped to 3000/800 and then to 17xx/600. TS opened ticket twice, first time I had no luck, that Bell guy didn't do anything, but this time another Bell guy knew what I need, he swapped my line to another remote and I got almost perfect speed.
