What's the problem here?

All they have to do is broadcast unsigned groups and not pay any royalties.

You pay royalties regardless. The only difference is the RIAA doesn't get their grubby paws on groups not signed on to their member labels.

unsigned groups would probally be more willing to work with the netcaster rather then rob them.
