I found that the problem was just dns.

I created a rule that allowed the EVDO connection manager to connect to any address at port 53. I can now use the connection.

I had to set the same rule for my browser, and for my email program. (I don't like the idea of just any program at all on my computer being able to connect in or out on -any- set port.)

I would still like to know if anyone has an example set of rules to allow the EVDO connection to operate at it's best, yet keep a good level of security ???
