Downtown Wilkes Barre is a ghost town , by 8pm at night. It's a total joke that the mayor wants to offer such a service iny a low income area. Really???? A ghost town. Since when do druglords go chat on AIM or MSN to make a quick buck?? .....So the FBI couldnt track down emails on a wi-fi connection??? I would imagine a low life drug dealer can get their hands on a stolen laptop, sit in the middle of the square and email their suppliers in Philadelphia, New York and New Jersey.
