Ok I think I got it

These people use our tax dollars to help the rural middle to lowclass people to get broadband but instead they funnel the money to the rich rural people instead

Almost. Take out the "rural" qualifier, and you're spot-on. The money is going to contractors, who aren't necessarily rural themselves. And in the case of the suburban luxury home development, their customers are definitely not rural or in need of a subsidy!
