Yes, my parents are still on dial-up. Only option is satellite.

Well, since there is such a demand in their area for it, why don't you start up a small ISP and sell it? I guess that would have been done already if it were worth the money to install such a system. Yeah, I guess it really is a crap plan to "contribute" to these "funds" the government allows companies to charge us fees for. If you ask me, I think the "fees" should appear on the bills of the people who were serviced by the installation of the ISP's equipment. In other words, Joe in Timbuktu should pay the fee's based on the percentage of others living in Timbuktu. I think it should be that way, but only for a reason. At least then the government would have better control over who gets the $$$, and who's abusing the $$$...
