No. Look at the bill posted. "VERIZON LONG DISTANCE" implies that the customer has some sort of relationship with VERIZON LONG DISTANCE which you are not obligated to have.

Customer has 'a la carte' long distance service (i.e. has long distance service on a pay per minute).
While I don't completely agree with the service fee, its similar to charging a $2 minimum for any LD service.
The worst part was having to pay extra to have it cancelled.

Pretty much everything is a la carte.

Seems I remember them charging a fee for not having a LD provider a while back when they were Bell Atlantic. I think this is a fee for having Verizon LD, but not using it.
