This fee is just like the federal alternative minimum tax. It's a parallel charge structure to ensure that a minimum amount of money is made off of each customer. VZ should just rename it the Alternative Minimum Fee and direct all questions about its legitimacy to the IRS to hear the AMT justification and apply it accordingly to VZ's fee concept.
