Wholesale VOIP is typically cheaper then SS7 termination but its also crappier and finding a provider worth a damned is tough. Rate plans are the key here though, how they are accessed is not. Only difference comes into play for the mandating payphone fee so payphone operators still get some money from the call, fee came into being because payphones are charged for every call.. even TFN's.

While some cards will have different rates between TFN access and local access there are others that don't have any difference. It's on a rate plan by rate plan basis,
