yes.

You will be a brief boost when you start uploading to someone, but it doesn't last long.

Depending on how often your torrent client stops and startup uploads though you can exceed your normal upload speeds though since each time it goes to upload you'll get the boost. I've seen a sustained speed of slightly over 400 kbps with an upload speed of 364 kbps, but you won't get a sustained 1 (or 2) mbps upload speed.

The main difference now is that briefly going about your upload limit (364 or 764) won't kill your download speeds or affect your ping times.

It appears to boost for each new connection, but I'm not positive. I'm pretty sure the downloads do the same as well.
