I think the Government needs to concentrate on more important things....such as...illegal immigration, Drugs flowing into this country,terrorism.

But I guess some kid in Cedar Rapids poses more of a threat with those evil mp3's of Fall Out Boy.

I think its been proven that trying to catch, slow down or stop pirates is no easier than stopping terrorism. Both are extremely strong in their mission, any attempt to curb them is met with a dynamic resistance and no matter what you do, they keep coming.

Hacking DVD CSS is the new terrorist attack, cracking HDDVD keys and releasing them are the new IEDs, and posting torrents for millions to download are the new suicide bombers.

Who said they should be effective in stopping. The illusion of doing something on a low risk issue and keeping industry happy and getting donations is the aim and they are doing it well.

I remember when that really was the law. Back then, any encryption software was considered munitions. If you wanted to have 128-bit SSL on your web browser, you had to order a special diskette. To get the diskette, you had to provide all of your personal information, swear an oath of allegiance, cross your eyes and hope to die, etc. etc.
