I'm sure the ILEC's will love that idea...more competition.
The USF needs proper regulation to be effective... and I don't think it will ever happen.

How would it be competition? ILECs (or anyone, for that matter) do not provide broadband to rural areas. Rural broadband is a contradiction in terms.
