Dell XPS Generation 2 Extremely Noisy Looking For H2O Kit

The specs are:
P4 3.2 GHz
radeon 9800 pro
like 7 fans
This thing is ridiculously noisy not when it is first turned on, but as it heats up over the course of usage (I can hear it over my ipod at 3/4 volume). Willing to spend in the area of 100-200 dollars to shut this thing up. Question is which kit should I get (preferably off of NewEgg.com) and how hard will this be to assemble? Thank you for the help.
Oh also according to MBM my temps are 43 on the CPU and 38 on the case. Hmmm CPU seems to have risen to 55 fallen to 41 case remains constant at 41.

7 fans, wow that's a lot of fans for one box. I don't have H2O cooling, but I have read up on them. I suggest that you try the following sites to start with for possible solutions and ideas for reducing the noise.
