ADSL2+ technology does allow faster then 1.0 upload, however Covad's packages cap it at 1.0

Los Angeles, CA		 do you need to have 2 pairs of copper wire to get the full 1.0 upload? The building where I live has only 1 pair of copper wires per unit.
