What FCC policy keeps AT&T from releasing broadband plans?

I'd darn near bet they are hiding behind the: "...If you don't have an answer, blame the government..." guideline.

On a good day, there might be rational reason to not cite growth data so you don't have an impact in the financial community and get the company in hot water that way. As to regulatory prohibition...I'll join the interested watchers for something convincing.

I've sent an e-mail to every address I could find at the FCC with no response so far. They're always helpful folks.

It may not be FCC but FTC (or ICC or JD) that they are hiding behind. Large companies are discouraged from "announcing" plans that would inhibit customers from going to a smaller competitor. "Hey, we're planning on doing 100 mbps for $10/month to all the homes in the area." Do you think anyone would consider cable or anything else if they heard this?

There is always the possibility of DHS involvement too. The broadband expansion might include bandwidth for emergency alert or state/federal response agencies.
My guess though is that the FTC is the agency blocking disclosure. Try contacting the AT&T officials who were at the meeting.

Combination of two things actually.. Telecommunications Act of 1996 as well as FCC guidelines.

Could not find a specific reference to chapter and verse, but found many references to both on FCCs website and throughout the internet. Started to go through the regulations on FCCs website and gave up in frustration. Search engine didn't reveal much, and all I could find were veiled references to the Telecommunications Act of 1996.
