Ah, right, now I get you.
On the 3Com router under VPN you should enable the L2TP/IPSec server. When you select the L2TP server it will I think show another box in which you need to enter a "machine password"... or some name like that.
In windows it's a bit more tricky to find this setting - set up a VPN connection, then under the properties for the connection you have to click the 'security' tab then there is a button marked "IPSec Settings..." which you then click "use pre-shared key for authentication" and enter that machine password in the box. Now OK all the boxes, put your username/password in the connect dialog and hit 'connect' and hopefully it will go. If not, post the 3Com unit's log files (feel free to obscure any IP addresses/passwords shown in the files)
Note that you should have UDP ports 500 and 4500 allowed outbound at your work or the 3Com unit won't receive the data.
