1.9 may be more correct than you know. There are alot of local phone companies who state thet 128/64kps is broadband and the highest that they offer is 384/128. There alot of people who are outside the offerings even though they are within the distance. Just not profitable for the isps

You've got that right. Not to mention those absurd caps some as low as one gigabyte per month, over use fees as high as 10 dollars per gigabyte per month, speed throttling even on all encrypted traffic, traffic shaping, no newsgroups and email that rarely works.
