If the 3Com 3CR860 is the VPN server then it is the OTHER router you need to open the ports on. You haven't told me what that router is, so I can't help tell you how to open them.
If that router (the work one, not the VPN server one) is a 3Com OfficeConnect device then the chances are you'll configure it under the "PC Privileges" section. It would probably be enabled by default but you need to check.
If it's another manufacturer then look in the firewall settings for outbound port settings and make sure UDP 500 and UDP 4500 are allowed.

As for your windows machine's firewall... you might need to open the ports but the firewall should prompt you. If you hit 'connect' and it asks if you want to block or unblock then unblock it!

As for configuring the VPN connection on windows:
windows control panel->network connections
then left-hand-pane click 'create a new connection',
hit 'next',
select 'connect to the network at my workplace,
select 'virtual private network connection',
enter a name for the connection,
select 'do not dial the initial connection',
enter the IP address of the 3Com VPN server unit,
make a choice of yours or anyone's use,
hit finish.
Then go for 'properties',
click security tab,
IPSec settings button,
check 'use pre-shared key for authentication' and type the key...
click ok etc back to the top,
enter username and password and hit connect!

Then if that doesn't work we'll need you to download and post the log files from the VPN server!
