USR5461 Speed loss

All:
I have 10Mb Insight Cable broadband with RCA DCM425 modem and a USR 5461 Router.
I'm not getting the speed through the router that I was expecting so I did some tests through speedtest.net.
When I'm connected through the router to the hardwired ethernet my dl speeds are in the neighborhood of 1900Kbps.
When I bypass the router and plug the ethernet cable direct to the cable modem I dee dl speeds of 10436Kbps! 5x faster!
Is this a normal loss?
Anyway to get a little more throughput?
Any suggestions?

Got it solved.
Went to "Broadband Tweaks" and changed my RWIN.
Is much faster on the speedtest.net tests now; and also feels much faster too.
