I think it's more because there is not a lot of competition in static IPs. (read: AT&T charges an even bigger fortune). I'm not a big fan, but Earthlink offers static IP as a $15 add-on, you might check into them.

Los Angeles, CA		 at&t at least for business gives you static in group/29 dslextreme doesn't. Plus i actually got it cheaper then dslextreme on business account after all the discounts
