Speed upgrades process differently depending on the vendor. Through Covad typically takes a few hours, SBC takes a few weeks, T1's and up are instant.

I'm on Covad...and it still took almost 3 weeks.

Sometimes that will happen in the case of very old DSLAM's. Sometimes the DSLAM card at the CO doesn't have the capability to support some of the more up to date speeds. In that case, we need to wait for Covad to upgrade hardware before processing change orders. I'm guessing that's the case here, as usually Covad speed upgrades happen fairly quickly.
