 [TWC] Questions About Upgrades in my Area and Speeds

Hello, I was posting to Inquire about my RR Premium and I live in Elmira, NY, I read a few months back that RR was supposed to be receiving upgrades the first quarter of 07, and it seems they never happened in my area, so I was forced to upgrade to RR Premium from Basic and I didn't even really see a increase in speeds at all, and now I'm paying 35$ more for this. I was wondering if any one could supply me with my areas speeds for Premium compared to Basic I'd appreciate it greatly, Also I've seen that Rochester offers 15/1 for 49.99 and Elmira can't even come near that they offer basic for 39.99 and Premium for 79.99, 69.99 if you subscribe to there cable. And also does any one know if my area is going to offer a upgrade anytime soon? Any help or Question that can be answered, thank you in advance
