The Copyright Office already demands cell phone unlocking if a person is not under contract. Seems like a moot point. |

Eg. most carriers charge between $0.10 and $0.20 / minute on calling to Canada. Landline and VoIP typically have unlimited free calling to Canada -- Canada = Hollywood North |
